Signing of Public–Private Partnership (PPP) Cooperation Agreement (MOU) with the Department of Agriculture and Environment of Son La Province

On the afternoon of January 10, 2026 in Hanoi, Global Technology and Digitization Joint Stock Company, the Department of Agriculture and Environment of Son La Province, and SotaTek Joint Stock Company jointly held the Public–Private Partnership (PPP) Cooperation Conference for the 2026–2030 period to implement the VN Check platform.

After more than four hours of focused work, the parties reached agreement on the following key cooperation contents:

  1. Both parties agreed to regularly organize activities to exchange professional information and collaboration needs aimed at implementing digital transformation (digitization) for the agricultural and environmental systems in areas managed by the Department. These activities will focus on fields under the Department’s jurisdiction, aligning with the capabilities of Global Technology and Digitization Joint Stock Company. Both parties acknowledged that the need to digitize the agricultural and environmental systems in the province aligns with current trends and is consistent with national policy directives such as Resolution No. 57-NQ/TW on technological and digital transformation and Resolution No. 68-NQ/TW on private sector development, as well as the Law on Investment under the Public–Private Partnership (PPP) model.

  2. GDAT GROUP is responsible for preparing technical and economic dossiers and PPP investment cooperation plans in accordance with PPP investment law requirements. These dossiers must specify the components to be deployed, software infrastructure, IoT devices, associated services, quantities and specifications, pricing, standards applied, integrated agricultural practice processes (VACR), Good Agricultural Practices (GAP), detailed deployment timelines, and specific KPIs.

  3. The Department of Agriculture and Environment of Son La Province will support GDAT GROUP by updating information on the provincial electronic information portal, presenting to the provincial People’s Committee leadership, assisting with the completion of economic and technical dossiers and finalized PPP cooperation contracts, and coordinating the pilot implementation of the VN Check platform in 2026 in at least three agricultural production models or cooperatives.

  4. The Department will act as the liaison with other relevant departments for acceptance of technological products and technology transfers implemented by GDAT GROUP as part of the project.
